Glasnost：帮你看看电信或者网通有没有限制你的BT下载
一些网络服务提供商（ISP）对用户使用BT下载工具进行速率限制（rate limit），或者干脆屏蔽（比如Comcast曾经做的事情）。但是作为用户来讲，除非有专业的网络知识，要不很难抓住ISP的证据。
马克斯普朗克软件系统研究院（The Max Planck Institute for Software Systems）做了这样一个网站，这是一个测试，它在你的电脑和这个网站的系统之间，制造了一种类似BT传输的情况，来帮助大家查看ISP到底有没有限制你使用BT工具。
这个在线测试分为4分钟的简单版和7分钟的完整版。不过这个测试也有局限，它主要能够测试ISP是否采用了某种技术，以造成下面这些屏蔽或者限制：
- 屏蔽所有BT流量
- 屏蔽所有知名BT端口的流量（Throttling all traffic at well-known BitTorrent ports）
- 仅屏蔽知名BT端口的BT流量（Throttling BitTorrent traffic only at well-known BitTorrent ports）
关于这个测试的更详细的解释在这里。需要注意的是，一些ISP仅仅当BT流量超过一定限度时才会加以限制，但是这个测试不能觉察到这种情况。这个测试很繁忙，我还没有用上，不过已经测试的8个中国用户都没有遇到受限制的情况。每个BT流量受限制的用户，在地图上显示出来就是一个红点，见上图，红点以美国为最多。大地图和各国用户的测试结果在这里。

Check out if your ISP block your Bittorrent
Certain ISPs have been shown to rate limit or block BitTorrent traffic sent by their customers. While there are multiple reports of this on the web, only a few ISPs have admitted that they manipulate BitTorrent traffic. And, to date, it is hard for users without networking expertise to gain evidence about the behavior of their ISP.
This test suite creates a BitTorrent-like transfer between your machine and our server, and determines whether or not your ISP is limiting such traffic. This is a first step towards making traffic manipulation by ISPs more transparent to their customers. Read more.
